For over two decades, Dominic has been a dedicated resident of San Joaquin County, proudly calling Tracy, California, home for the past 15 years. His deep roots in the community, coupled with a diverse professional background, uniquely position him to lead as Chair of the Equal Employment Opportunity Advisory Committee (EEOAC) for San Joaquin County.

Dominic's professional life showcases a blend of meticulous management and vital public service. He currently excels as an Automotive Parts Manager for a prominent collision repair shop, a role that hones his organizational skills and attention to detail. Prior to this, Dominic dedicated years to safeguarding public health and the environment as a Wastewater Treatment Plant Operator (Grade II), an experience that instilled in him a profound understanding of community infrastructure and a commitment to equitable operations. This diverse career path has equipped him with a broad perspective essential for fostering fairness and inclusivity.

Beyond his professional contributions, Dominic is a devoted family man, happily married for over 20 years with a 19-year-old son. He brings this same sense of commitment and care to his leadership role, believing strongly in creating environments where everyone feels valued.

An avid traveler, Dominic has explored over 10 countries, including Mexico, Turkey, Ukraine, Austria, and Germany. These global experiences have broadened his understanding of diverse cultures and perspectives, reinforcing his dedication to equity and inclusion. His core values—a profound love of family, a deep appreciation for nature, and a genuine respect for all living things we share the earth with—underscore his approach to the EEOAC, aiming to ensure opportunities and fair treatment for every individual within San Joaquin County.

Dominic's leadership on the EEOAC Committee is driven by his commitment to fostering an inclusive and equitable environment for all residents and employees of San Joaquin County.

Vice Chair / Department Head Representative

Abraham Mendoza Il is the Director of the San Joaquin County Department of Child Support Services. For over 14 years, he has gained a comprehensive understanding of the child support program through a variety of experiences at California Department of Child Support Services, Sutter County, and San Mateo County.

While obtaining his bachelor's degree in Criminal Justice at California State University, Sacramento, he was introduced to working in the public sector through an internship with the City of Sacramento. This inspired him to continue his education and obtain his Master of Business Administration. Throughout his career, he has been mentored by leaders who celebrated diversity, inclusion, and fairness, which helped shape his values and support of the EEOAC mission.

In his spare time, he enjoys traveling to small towns, listening to music, and spending time with friends and family.

Michael Sorensen

At-Large Representative

Michael Sorensen, MPA is a recent transplant to San Joaquin County, moving to Stockton with his partner in 2023. Michael moved to Stockton from Portland OR to serve as the Executive Director at Friends Outside, a statewide nonprofit, supporting justice involved individuals and families headquartered in Stockton CA.

Michael has more than 30 years of experience as a community serving leader having held posts within government and nonprofits in California, Colorado, Hawaii, and Oregon. He has led work to alleviate the pain caused by HIV and breast cancer. He has served as an advocate for healthcare services and healthcare access. He has served the Native American community as a consultant to the National Native American HIV/AIDS Prevention Center and as an employee of the Native American Rehabilitation Association, among others. Michael has a deep commitment to equity and has chosen work that allows him to embrace this commitment daily.

Finally, Michael is a proud member of Stockton Rotary, a former missionary, a past Americorps VISTA volunteer, a graduate of Portland State and Marylhurst Universities, and a father to one son.

Allwyn Brown is native to the Bay Area. He has a long held, deep interest in the public good and the well being of others. He is retired from a long public service career, currently serving as Advisory Board Chair for the Opioid Readiness & Awareness Program at University of California, Santa Barbara PACE Program/ZSchool, LLC. Allwyn is a San Joaquin County resident since 2021. He has a Master's in Human Resource Management and served previous on the Board of Supervisors EEO Advisory Committee in Contra Costa County.

Allwyn is an honorably retired Bay Area Chief of Police. With 36 years of experience in law enforcement, he enjoyed the privilege of working on critical initiatives addressing public safety, community engagement, and crime reduction. As a law enforcement leader, he took on numerous roles on combined efforts to help shape the future of policing in California and across the United States. Among them, he served on a police chief advisory committee for Attorney General Kamala Harris, tasked with developing what is now required training for all California peace officers that blends procedural justice and implicit bias concepts. He was also among a delegation of US police chiefs to Scotland, to study their “National Decision Model,” an ethics-based approach to using force, which informed “de-escalation” techniques subsequently adopted by US police forces. Crime reduced, and community engagement increased over his tenure as police chief.

Allwyn's bottom-to-top law enforcement career encompasses all entry level to top cop ranks, whose breadth touches every major specialized function of policing services delivery. In conjunction with his active law enforcement duties, he served on the California Police Chiefs Association Board of Directors. His memberships with the International Association of Chiefs of Police (IACP), the National Organization of Black Law Enforcement Executives (NOBLE) remain in force, and he is active with the SF Bay Area NOBLE Chapter. After retiring in 2020, Allwyn was employed by ByteDance/TikTok as a trust and safety manager overseeing six work streams dedicated to Canada and South America during the period of hyper growth for the Internet platform whose popularity surged in conjunction with COVID 19 lock downs.

Christina Jones is a transplant to San Joaquin County from the Bay Area, moving to Stockton in 2018. Christina holds a Master of Social Work degree and a Bachelor of Arts degree in Human Development from CSU East Bay in Hayward, CA. Upon relocation, Christina joined San Joaquin County Human Services Agency, Aging & Community Services Division as a Community Services Program Manager, where she managed several community programs serving older adults, low-income individuals, and their families. In 2021, Christina promoted to Adult Services Division Chief where she manages the County’s Adult Protective Services program and Area Agency on Aging.

Christina has nearly 20 years of experience as a county employee, starting as a Social Worker for Child Welfare in Contra Costa County in 2006, and as a Social Worker, Supervisor and Trainer in Alameda County Adult Protective Services from 2009 to 2017. She became a Management Analyst before her relocation to San Joaquin County in 2018. Christina has served as an EEO Coordinator since 2019, assisting employees with their informal complaint resolution process. Christina is passionate about empowering individuals to achieve their career goals and has provided coaching and mentorship in her various roles as colleague, trainer, supervisor, and manager.

Christina also serves on the SJCOG Social Services Transportation Advisory Committee and is a volunteer for a local hospice agency.

Elaine Edmond began her public service career in 1974 under Governor Ronald Reagan through the Employment Training Act (EETA) program. Throughout her 31 years of State service, she specialized in employment training, test preparation, case management, and workforce development. Elaine also served in roles as a bonding specialist, CDC representative, and job developer, building extensive experience helping individuals achieve employment and career success.

Committed to personal and professional growth, Elaine pursued multiple supplemental programs at Coney College to expand her skills beyond the clerical field. She retired from the State of California in 2007 after a distinguished career dedicated to public service and workforce advancement.

In addition to her professional accomplishments, Elaine is the proud mother of two children and remains actively involved in her community by participating in and working the polls during elections.

Sharon Solero is a member at large with the Equal Employment Opportunity (EEO) Advisory Committee (EEOAC), committed to promoting fairness, diversity, and inclusion within San Joaquin County. With a strong background in Equal Employment Opportunity (EEO),one of Sharon's primary focuses is on promoting diversity and inclusion within her community, San Joaquin County. She believes that a diverse workforce fosters innovation and contributes to a more vibrant workplace culture. Her work experience included working to develop and implement initiatives that aimed to increase the representation of underrepresented groups, ultimately creating a more equitable and inclusive environment for all employees. Sharon brings a wealth of knowledge and expertise to the committee's mission.

Through a commitment to fairness, equity, and inclusion, Sharon Solero seeks to ensure that her efforts, expertise, and passion for creating a more equitable workplace have a profound impact on the County's EEOAC's mission to provide equal employment opportunities to all.

Sharon retired from full-time employment in 2014 and currently does volunteer work within San Joaquin County.
